[opendmarc-dev] 1.3.0 release imminent

In the interests of not stalling forever, I'm going to release 1.3.0 as-is 
tonight.  The only outstanding thing I know about is a problem with some 
SPF evaluations (Andreas) but it appears to be specific to IPv6 and I only 
have limited details beyond that, and I don't know if recent patches have 
fixed the problem.  There are no open tickets that appear to be critical.

There's one open ticket (https://sourceforge.net/p/opendmarc/tickets/92/) 
that has to do with installed library locations.  I don't think this has 
anything to do with our spec files, but I might be wrong about that.  It 
might also be specific to OpenSuse.  Anybody able to read the bug and make 
a suggestion?

We can go to a 1.3.1 quickly if necessary.  It's simply time to move 
forward.
