Could we work out the libbsd include issue before release?

I've uploaded Beta 4 to Debian Experimental with the patch I sent last week 
included.  It almost solves the implicit declaration problems.  Build log is

As before, I'd appreciate any suggestions on why that patch doesn't work for 
opendmarc/config.c and test.c, but does everywhere else.
