[opendmarc-dev] Ticketing

A couple of people have told me that they don't have permission to create 
tickets on SourceForge about OpenDMARC even when they are logged in.  I'm 
aware of the problem, but it's unclear how to fix it as the renovated 
SourceForge page is different from the old one and the documentation isn't 
very clear.  I hope to get this fixed in the next day or two.

Until then, please use this list for reporting problems.  Anything we 
can't trivially resolve will be opened by us as tickets on your behalf.
