[opendmarc-users] local emails not failing opendmarc

I am using opendmarc 1.3.2.

As a test I removed 127.0.0.1 (i.e. localhost) from IgnoreHosts in
/etc/opendmarc.conf (by specifying a file that did not contain this
ip, if this value is unspecified then 127.0.01 is included).

Then I sent an email from the localhost. To my surprise, it passed the
'internal' SPF testing on opendmarc 1.3.2, even though 127.0.0.1 is
definitely not specified as a valid ip in the spf DNS entry for the
'From' domain - which also has '-all' at the end.

Is this 'by design'? It is not the behaviour I would expect to see.
Can anyone explain or verify it?
