No dkim, no SPF => DMARC fail. That is correct.

With vanilla OpenDMARC - no, but there is a patch that adds an option to
make this configurable (see
https://sourceforge.net/p/opendmarc/tickets/138/ for the ticket and a link
to the patch).
If this mail came from a mailing list you might want to consider my patch
that adds an override mechanism for mailing lists (on top of the previous
patch)
