Thinking about this in a little more general terms: Would it be
reasonable to also allow the site admin to specify a transform to apply
to the delivery address? This way they could specify a single holding
address, per Christian's request, or they could  route these messages
into a recipient's site-specific spam/quarantine folder.

So for example, assuming a mailstore that supports "plus detail" for a
folderspec:

QuarantineRewrite:    ${LHS}+quarantine@${RHS}

Obviously this is simplistic and doesn't allow for an LHS that already
includes "plus detail," but you get the idea...

I'd use this feature.
