The policy delegation protocol was introduced in the very early days
of postfix.
A "policy daemon" is therefore a postfix specific application which has the
ability to inspect some metadata around a smtp connection and return exactly
one action to postfix. Because of this limitations the milter protocol
was introduced in postfix later.
By design headers added by a policy server may not be visible to a milter.
To reliable use opendmarc, a milter based spf checker should be preferred.
