[opendmarc-users] Patch for verifying external destinations

Hey,

I submitted some merge requests yesterday with this fix, but IRC recommended that I also send a mail to the list.

The first fixes a simple compilation error:

The second merge request ensures that cross-domain URIs are valid before adding them to list of ruas and rufs.

I included a test and verified that all unit tests passed. I'm not sure why sourceforge wants to merge in 92 commits, but I can git format-patch if need be.
