Yes.

I suggest that item #1 below is all that you need, but I'll include a
thorough description:

1) Install opendmarc and libopendmarc for a basic, functional
opendmarc running as a milter.
2) Install opendmarc-tools only if you want to also record statistics
and submit dmarc reports to dmarc reporting enabled domains for whom
you receive emails.
3) Install opendmarc-debuginfo only if you need to run opendmarc under
debugging tools, such as gdb.  If you're not troubleshooting a deep or
complex issue for Murray, you probably don't need this.
4) Install libopendmarc-devel only if you are writing your own c/c++
code which uses the opendmarc libraries.
