There are four kinds of errors in my mind:
1) fatal errors which completely prevent startup
2) fatal errors (assertions) during running
3) minor errors during running which don't impede operation
4) minor errors during running which cause sendmail to temp reject everything
In the special case that syslog is turned off (and there is not a
separate log file that is able to be defined in the case of
opendmarc), then it would be worthwhile to force the syslog setting on
in order to address item #2 and item #4.
