[opendmarc-dev] Setting sending messages to the hold queue

Hi, Andreas.

We use "RejectFailures true" and it really reject messages from a domain 
with p=reject that fail the DMARC test, but in domains with p=quarantine 
the messages are sent to Postfix hold queue, and messages placed in the 
"hold" queue stay there until the administrator intervenes.
