"RequiredHeaders yes" in opendmarc.conf mean two things:
  - log any message not conforming RFC5322 (if syslog is enabled)
  - reject the message

for transition I prefer two separate modes
  - log only mode
  - enforcement mode

the attached patch introduce a new config item "RejectRequiredHeadersFailures"
if "no" (default) logging only mode is active
if "yes", enforcement mode is active
