Changes since Beta3:

o Fix reporting of NULL SPF results.  Reported by Marc Bradshaw.

o Fix bug #93: Honor size limits in URIs.  Patch from Tomki Camp.

o Fix bug #90: Make "--with-sql-backend" without any value do the
   right thing.  Reported by Scott Kitterman.

Note that I have not tested these, and in particular I don't have libspf2 
installed locally so I can't exercise that.

If you reported a bug and see it fixed above, please make sure the fix 
works to your satisfaction.  Also, there was an outstanding SPF-related 
issue for which no bug report was opened, so I'm hoping that's been dealt 
with here too.
