[opendmarc-dev] reports/mkdb.mysql

I'm updating the Debian package for the beta and looked at this new file.  I 
see it's not mentioned in reports/README (which it definitely should be) and it 
also doesn't have a man page (not sure if it needs one - I see in the Makefile 
it's listed as documentation data).  It would be nice to somewhere have an 
explanation about how to use this file.
