SPF should be passing for DMARC mail.  That mail comes from dmarc.org 
(actually medusa.blackops.org), and there's an SPF record that includes 
"a" as a rule.  Am I missing something?

It's SHOULD (Section 12.2.1).  Reports are generated by a perl script and 
fed directly to sendmail, which should be signing them.  I haven't traced 
down why they might be failing to verify.
