I remember now: You might want to enact DMARC reporting for someone that 
posts no policy, as a proof-of-concept sort of thing.  We don't have the 
tools for that yet, but there's a ticket open for that now as well.

For the ticket above, I think it would be reasonable to have a "track 
this even without a DMARC record" flag, but have it off-by-default.
